Zoryana Skaletska, Partner at ARIO Law Firm and Ukraine’s Minister of Health in 2019-2020, represented Ukraine at the 29th World Congress on Medical Law, held in Istanbul, Türkiye.

The Congress was organised by the World Association for Medical Law (WAML). Zoryana has been a WAML member since 2008. The event brought together experts in law, medicine, medical history, philosophy, bioethics and sociology.
Zoryana Skaletska delivered a presentation titled “War, Health Policy and Patient Safety: Lessons from Reforming Ukraine’s Healthcare System Amid Crisis.”
In her presentation, she addressed:
- how the war has made new groups particularly vulnerable in terms of healthcare, including internally displaced persons, residents of occupied territories, veterans and victims of torture;
- how all citizens face vulnerability during blackouts and other crises;
- the situation of healthcare professionals whose places of work become military targets, in breach of international humanitarian law;
- and the lessons other countries can draw when transforming their own healthcare systems.
“Traditionally, this event provides an opportunity to share the practical challenges and lessons we have learned in Ukraine, as well as to hear cases from colleagues from different countries. These are not theoretical models, but real people’s lives and specific solutions that can be applied in health policy,” said Zoryana Skaletska.
