Zoryana Skaletska is a leading figure in the area of medical law, recognized as one of the few experts in Ukraine. She held the position of Minister of Health of Ukraine from 2019 to 2020.
As an analyst in medical and pharmaceutical law, Zoryana provides consultancy services to international organizations and contributes to legislative initiatives and expert opinions on healthcare regulation.
She has been actively involved in medical reform as an expert in the Reanimation Package of Reforms, leading the medical group from 2014 to 2017. Additionally, she has served as a member of the Advisory Council on Healthcare of the Committee of the Verkhovna Rada of Ukraine on Healthcare (2007–2009) and as Chair of the Commission on Healthcare Reform of the Public Council at the Ministry of Health of Ukraine (2011–2014).
Zoryana is currently Chair of the Board of the NGO “Ukrainian Medical-Legal Association,” a member of the Board of the NGO “Ukrainian League for Palliative and Hospice Care Development,” and Director of the NGO “Health Forum.” She is also a member of the World Medical Law Association.
Since 2006, Zoryana has been associated with the National University of “Kyiv-Mohyla Academy,” where she serves as an associate professor and Deputy Dean of the Faculty of Law. She teaches courses on “Human Rights and Biomedicine” and “Medical Law” and directs the program “Ethical and Legal Issues of Bioethics, Pharmaceutical, and Medical Law” at the Center for International Human Rights Protection at NaUKMA.
Zoryana’s expertise in medical law has earned her recognition from prestigious national rankings as one of the top experts in Ukraine in her area.
Experience
A prominent Ukrainian lawyer in the field of medical law, holding a Doctor of Law degree and serving as an associate professor at the Department of International and European Law at Kyiv-Mohyla Academy. Served as the Minister of Health of Ukraine from 2019 to 2020.
Education
Holds a Bachelor’s degree in Law from Kyiv-Mohyla Academy. In 2002, earned the qualification of Law Specialist. From 2002 to 2007, pursued doctoral studies at the Faculty of Law and Administration at Maria Curie-Skłodowska University in Lublin. Successfully defended a dissertation on the topic “Legal Status of the Patient in Poland and Ukraine: A Comparative Analysis,” earning the degree of Doctor of Law. In 2011-2012, attended the year-long Advanced Certificate Program in Research Ethics for Central and Eastern European Countries at Union Graduate College in Schenectady, USA.
